RDCL members Mr. Chaker Saab, Executive Chairman of Tinol Paints International Co., and Me. Nadim Abboud OBE , Managing Partner at Abboud and Associates, took part in the National Tripartite Dialogue on Employment Protection, Enterprise Recovery and Economic Resilience in Lebanon, organized by the International Labour Organization (ILO) in Beirut.

The dialogue gathered public institutions, employers’ organizations, workers’ representatives, the ILO, UN agencies and development partners around one central question: how to protect jobs while enabling enterprises to recover and grow.

Mr. Chaker Saab underlined the conditions businesses need to remain active and create value:

• Predictable Rules — policy stability that gives companies the confidence to plan and invest.
• Viable Operations — practical support for enterprises facing financial, operational and regulatory pressures.
• Shared Responsibility — stronger coordination between the state, employers and workers to preserve jobs and sustain productivity.

For his part, Me. Nadim Abboud addressed the reforms holding back the business environment:

• Banking Sector — rebuilding a functioning financial system beyond cash-based operations.
• Public Trust — restoring confidence in institutions as a prerequisite for reform.
• NSSF Barriers — resolving clearance and compliance obstacles that directly affect recruitment.
• Fair Labor Framework — enforcing Lebanese employment protections and bringing undeclared labor into the tax and social security net.

The discussion reaffirmed that Lebanon’s recovery depends on clear rules, credible institutions and a private sector able to operate, hire and invest.
