RDCL members Alain Kurdy, Raphael Zaccar, Pierre Georges Sayegh and Fadi Sawaya took part in a high-level consultation meeting with H.E. Dr. Fadi Makki, Minister of State for Administrative Reform. The meeting, held on Thursday, October 2, 2025, at the Ministry (OMSAR – Office of the Minister of State for Administrative Reform) brought together prominent representatives from across the private sector and chambers of commerce.
This session formed part of the national consultation process for the “Reinventing_Government_2030” program, under the first phase “Stakeholders’ Aspirations”.
The program was officially launched at the Presidential Palace on September 1, 2025, under the leadership of H.E. President Joseph Aoun and H.E. Prime Minister Nawaf Salam, the program seeks to reshape Lebanon’s governance framework and to lay the foundations for a modern, efficient, and trusted public administration.
Key points from the session included:
– Public value & principles: core functions of public administration; main barriers to reform.
– Digitization: focus on quick wins—e-signature, payment gateway, service redesign.
– Citizen services: clear SLAs; digitize registries/renewals; enable online payments; cut backlogs and intermediaries.
– Legal/policy enablers: functional PPP/concession framework; updated financial and administrative rules.
– Accountability: clear roles, sanctions, bi-weekly reviews, audits.
– Human capital: attract new skills (incl. external); modernize HR in ministries.
– Civil service: merit-based, apolitical, with healthier leadership rotation.
– Access & coordination: one-stop hotline/window; stronger inter-ministerial coordination; transparent communication.
RDCL’s participation ensured the private sector’s practical perspective is embedded in shaping real reforms, strengthening collaboration between the state and Lebanon’s legal private sector.
